The tough question faced by many new comers in the blogging field. There are both free and paid options, it depends upon what you want. If its just a personal blog just for sharing your opinions well you can go for the free blogging platforms and if what you want is authority and quality for your blog well then the paid option is the best option for you.

You will be given the choice to register a domain name with them. In bluehost the domain name is free for the first year you start hosting with them.
Want to use your own domain name but hesitant to pay for the web hosting:
Blogger.com is a host that you can consider if you do not want to spend money on hosting. The interface is simple and many bloggers run their blogs on blogger. The best about blogger is that you can still use your custom domain name in your blog. This blog is hosted on blogger.
Weebly.com is another free reliable webhost you can use your own custom domain name with them.
There are also many other free webhost which you can easily find on google but most of them are not worth your time.
Disadvantages of a free webhost:
Free hosting providers which allow you to host your blogs for free are not worth in the long run if you are thinking of monetising your blog and building a solid blog. There is always limit in this free hosting services bandwidth will be limited to only a few MBs or GBs that is your blog/site will become unacessible once you cross the limit. Even there is limit on the database that you can have and the filespace. There is no promise that your blog will be accessible all the time there might be downtime too.
Even if your budget is limited, make sure that you atleast buy a domain name this will benefit you in the long run. There is many setbacks of not having a domain name for your blog.
